Ex-Ford engineer Richard Parry-Jones is now chairman-designate of the UK’s Network Rail. Having looked into the futures of both car and train development, he believes that by the end of this decade the most Earth-friendly internal-combustion engine cars will be about as polluting, on a per-passenger basis, as high-speed electric trains.

Parry-Jones says carmakers are targeting 40g/km of CO2 tailpipe emissions by 2020. If the “average” occupancy of 1.6 people-per-vehicle stays the same in eight years, that would equal 25 gm per person per kilometer and put such cars in the same environmental category as the cleanest mass transit.

Since the emissions of electric cars and trains is usually given as zero, we’re assuming he means diesel-electric high-speed trains; life-cycle emissions wouldn’t be a valid comparison since those aren’t factored into a car’s tailpipe number. According to The Guardian‘s table of emission numbers by transport, right now you’d have to load four folks in a small diesel topped up with ultra-low sulphur fuel to get down to 42 grams per passenger per kilometer (gpkm), which would put you right with one of Virgin’s Voyager class diesel-electric trains at 75-percent capacity. If you want to go all the way low, though, you’ll need a 50cc two-stroke and a passenger: at that point you’re rocking just 19.5 gpkm. Slowly.

Demand for the Chevrolet Volt extended-range plug-in hybrid vehicle in the U.S. has been up and down over the car’s first 16-odd months, but executives at General Motors’ Opel division in Europe are saying that theAmpera, the Volt’s European twin, is getting some good attention.

The Ampera has received more than 7,000 orders, leading Opel executives to believe that the Ampera will hit its 2012 sales target of 10,000 units, website Plug In Cars is reporting, citing Enno Fuchs, Opel’s e-mobility launch director.

Opel started shipping Amperas to customers last month, saying that most of those owners previously owning high-end cars from automakers like BMW and Mercedes-Benz. General Motors is hoping the Ampera will be better received in Europe than the Volt has been here in the States, where it has become a political lightning rod. Earlier this month, GM said it would shut down Volt production for five weeks – starting this week – in order to thin-out dealer inventory of the car. And last year, GM missed its sales goal of 10,000 units, selling just 7,671 units. GM makes both the Volt and the Ampera at the same plant in Hamtramck, MI.

Still, the Volt showed signs of more life last month when the model moved 1,023 units, up from 603 vehicles in January. The Volt and Ampera were also recently named the 2012 European Car of the Year. Last October, Opel bumped the Ampera’s 2012 sales target to at least 10,000 from 8,000 after Opel had received more than 6,000 paid reservations.

In an effort to appeal to a much wider range of shoppers, Chevrolet has announced that its turbochargedSonic models will now be available with a six-speed automatic transmission. Up until now, manual-averse customers were stuck with the 1.8-liter naturally aspirated inline-four – by our opinion, the worse of the two engines offered in the Sonic.

Under the hood of the Sonic, Chevrolet’s 1.4-liter turbo-four is good for 138 horsepower and 148 pound-feet of torque. That’s seriously good power for the 2,700-pound subcompact, especially when you consider that when paired with the manual ‘box, the Sonic carries EPA-estimated fuel economy ratings of 29/40 miles per gallon (city/highway). Of course, adding the automatic transmission reduces that economy, though the slushbox Sonic is still rated at a respectable 27/37 mpg.

The automatic Sonic Turbo is on sale now. LT models start at $16,835 for the sedan and $17,635 for the five-door, with the high-zoot LTZ trims commanding $18,625 and $19,325, respectively (not including $795 for destination). Hit the jump for the official press blast.

According to Chevrolet, the 2013 NASCAR Sprint Cup Series will kick off without an Impala on the starting grid. That’s news itself, considering how intertwined the Impala is with Chevy’s NASCAR presence, earning 70 wins since 2007.

Even more intriguing, though, is that Chevy says it “will be racing a vehicle based on a new nameplate to the brand’s lineup.” That means the 2013 racer won’t be a Malibu or Cruze. Whatever it may be, Chevrolet says that both the race version and the production version will be debuted “in the coming year.”

As far as speculation goes, it’s hard not to point a finger in the direction of the Chevrolet Caprice, which is currently available in the United States for police duty only. Will everyday consumers finally get another crack at a high-performance rear-wheel-drive Chevy sports sedan? If so, what will it be called, and will it wear the coveted SS nomenclature?

We have no idea. What we do know, however, is that Jim Campbell, vice president of Chevrolet Performance Vehicles and Motorsports, says the automaker is testing camouflaged vehicles and that the production version will be “just like” the race car. The Chevrolet Volt may not be selling well, but it’s one of the most lauded cars in history. Today the plug-in hybrid was named the 2012 European Car of the Year, an award it will share with its European fraternal twin, the Opel Ampera.

The Volt won North American Car of the Year in 2011, while also picking up car of the year accolades fromMotor Trend, Automobile, and nabbing Green Car of the Year from Green Car Journal. Britain’s What Car?awarded the Vauxhall Ampera – as the Opel model is called in the U.K. – its Green Car of the Year award, as well.

But the Volt has been at the center of one controversy after another, since even before it was launched. ANational Highway Traffic Safety Administration investigation into a battery fire showed the car was not defective, but it led to the Ampera being delayed. Recent negative publicity among right-leaning political pundits has contributed to making the Volt something of an enigma for General Motors, which just announced it was suspending production of the slow-selling car.

While Europe was never envisioned as the prime market for the Volt/Ampera, GM says it already has 7,000 orders for the Ampera and that the company expects to hit its target of 10,000 sales this year. Certainly, winning this award, presented at the Geneva Motor Show for the first time this year, should help.

The Volt/Ampera finished significantly ahead of the Volkswagen Up! and Ford Focus in the European Car of the Year voting, which included a field of 35 vehicles.
